បច្ចុប្បន្នភាពអំពីស្ថានការណ៍នៅតាមបន្ទាត់ព្រំដែនកម្ពុជា-ថៃ ពាក់ព័ន្ធករណីកងកម្លាំងយោធាថៃបន្តការ បាញ់ប្រហារ និងឈ្លានពានមកលើដែនអធិបតេយ្យកម្ពុជា នៅក្នុងយោធភូមិភាគទី៣ យោធភូមិភាគទី៤ និងយោធភូមិភាគទី៥ គិតមកដល់ថ្ងៃទី២០ ខែធ្នូ ឆ្នាំ២០២៥ ដែលជាថ្ងៃទី១៤ ហើយ។
ភាគីថៃនៅតែបន្តរំលោភបំពានលើបទឈប់បាញ់ និង«សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាព រវាងកម្ពុជានិងថៃ» ដែលភាគីកម្ពុជានិងភាគីថៃបានចុះហត្ថលេខាកាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥។
ស្ថានភាពនៃអំពើគំរាមកំហែង និងឈ្លានពានរបស់ភាគីថៃមកលើតំបន់មួយចំនួនក្នុងដែនអធិបតេយ្យ កម្ពុជា៖

ចំពោះស្ថានការណ៍នៅក្នុងភូមិសាស្រ្តផ្សេងទៀតមានសភាពស្ងប់ស្ងាត់ ប៉ុន្តែកងកម្លាំងរបស់យើងបន្តតាម ដានយ៉ាងយកចិត្តទុកដាក់ និងប្រុងប្រយ័ត្នខ្ពស់ជានិច្ច។

ការប្រើប្រាស់សព្វាវុធធុនធ្ងន់ដែលមានសមត្ថភាពបំផ្លាញកម្រិតខ្ពស់គ្រប់ប្រភេទរបស់ប្រទេសថៃ និងការ ដាក់ពង្រាយទាហានដ៏ច្រើនលើសលុប ដើម្បីទន្ទ្រានយកទឹកដីកម្ពុជា គឺជាការរំលោភចំពោះធម្មនុញ្ញ អង្គការសហប្រជាជាតិ ធម្មនុញ្ញអាស៊ាន និងគោលការណ៍ជាមូលដ្ឋាននៃច្បាប់អន្តរជាតិ។ សកម្មភាពដែល គ្មានការទទួលខុសត្រូវ និងខុសច្បាប់បែបនេះបង្កគ្រោះថ្នាក់យ៉ាងធ្ងន់ធ្ងរបំផុត មិនត្រឹមតែសម្រាប់ សន្តិភាព និងស្ថិរភាពក្នុងតំបន់ប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងមូលដ្ឋានគ្រឹះនៃសណ្តាប់ធ្នាប់ អន្តរជាតិផងដែរ។
កម្ពុជាទាមទារឱ្យភាគីថៃបញ្ឈប់រាល់ការផ្សព្វផ្សាយព័ត៌មានមិនពិតដោយចេតនា ក្នុងគោលដៅបង្វែរការ ចាប់អារម្មណ៍អំពីការរំលោភបំពានច្បាប់អន្តរជាតិរបស់ខ្លួនដោយលាបពណ៌កម្ពុជា ដើម្បីយកជាលេស បង្កើនភាពតានតឹងក្នុងគោលបំណងបម្រើដល់សកម្មភាពឈ្លានពានមកលើបូរណភាពទឹកដីស្របច្បាប់ របស់កម្ពុជាប៉ុណ្ណោះ។
យើងក៏អំពាវនាវឱ្យកងទ័ពថៃបញ្ឈប់ជាបន្ទាន់នូវទង្វើភូតកុហកបោកប្រាស់បំភ្លៃការពិតមិនចេះចប់មិនចេះហើយ ហើយងាកមករកមាគ៌ាសន្តិភាពឡើងវិញតាមរយៈការបញ្ឈប់ទង្វើឈ្លានពានរបស់ខ្លួន គោរពបទ ឈប់បាញ់ដែលខ្លួនបានបំពាន និងអនុវត្តឡើងវិញនូវសេចក្តីថ្លែងការណ៍រួមស្តីពីសន្តិភាពរវាងកម្ពុជា និង ថៃ។ កងទ័ពថៃត្រូវបង្ហាញអំពីភាពស្មោះត្រង់របស់ខ្លួនប្រកបដោយតម្លាភាព និងសុច្ឆន្ទៈដោយស្តែងចេញ តាមរយៈទង្វើដែលមានការទទួលខុសត្រូវខ្ពស់ និងគោរពច្បាប់អន្តរជាតិឱ្យបានម៉ឺងម៉ាត់ មិនមែនតាម រយៈវោហារស័ព្ទ និងការភូតកុហកនោះទេ។
ក្នុងន័យនេះ កម្ពុជាសូមអំពាវនាវឱ្យសហគមន៍អន្តរជាតិថ្កោលទោសយ៉ាងម៉ឺងម៉ាត់ ចំពោះការរំលោភ បំពានសេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ និងសកម្មភាពឧក្រិដ្ឋកម្ម សង្គ្រាមខុសច្បាប់របស់ថៃម្តងហើយម្តងទៀតនេះ ដោយទាមទារឱ្យថៃទទួលខុសត្រូវទាំងស្រុងចំពោះការ រំលោភបំពានដ៏កំរោលនេះ។ កម្ពុជាអំពាវនាវឱ្យថៃបញ្ឈប់រាល់អរិភាពជាបន្ទាន់ ដោយដកកម្លាំងចេញពី ដែនអធិបតេយ្យរបស់កម្ពុជា និងចៀសវាងសកម្មភាពឈ្លានពានដែលគំរាមកំហែងដល់សន្តិភាព និងស្ថិរ ភាពនៅក្នុងតំបន់។
កម្ពុជាបញ្ជាក់ជាថ្មីនូវការប្តេជ្ញាចិត្តយ៉ាងខ្ជាប់ខ្ជួនក្នុងការគោរព និងអនុវត្តតាមលក្ខខណ្ឌនៃបទឈប់បាញ់ សេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពរវាងកម្ពុជានិងថៃ ប្រកបដោយសុច្ឆន្ទៈ និងការទទួល ខុសត្រូវខ្ពស់បំផុត។ កម្ពុជាប្រកាន់ខ្ជាប់នូវការដោះស្រាយជម្លោះដោយសន្តិវិធី ស្របតាមច្បាប់អន្តរជាតិ ក៏ដូចជាសន្ធិសញ្ញា អនុសញ្ញា និងកិច្ចព្រមព្រៀងដែលមានស្រាប់ សំដៅស្វែងរកដំណោះស្រាយមួយ ដែលយុត្តិធម៌ ត្រឹមត្រូវ យូរអង្វែង និងស្របតាមច្បាប់អន្តរជាតិ។ កម្ពុជាសង្ឃឹមផងដែរថា ភាគីថៃនឹង គោរពនូវសេចក្តីថ្លែងការណ៍រួមស្តីពីកិច្ចព្រមព្រៀងសន្តិភាពដែលភាគីកម្ពុជានិងភាគីថៃបានចុះហត្ថលេខាកាលពីថ្ងៃទី២៦ ខែតុលា ឆ្នាំ២០២៥ ដូចកម្ពុជាដែរ។

Updates on the situation along the Cambodia-Thailand border regarding the case of the Thai military forces continued their armed aggression on Cambodia, in the 3rd 4th and 5th Military Regions on December 20, 2025 which enters the 14th day:
The Thai side has continuously violated the ceasefire and the “Joint Declaration signed by the Prime Ministers of the Kingdom of Cambodia and the Kingdom of Thailand” on October 26, 2025.
1. The frontline situation at the 3rd Military Region in Koh Kong province: The Thai military continued its attack on Cambodia: From 06:30 p.m. on December 19 until 08:00 a.m. on December 20, 2025:
- From 06:30 p.m. to 06:55 p.m., the Thai military launched approximately 20 artillery shells from their warship falling into the water in the area behind a hotel near the Cham Yeam border checkpoint, Mondul Seima district, Koh Kong province. As of now, the situation has returned to calm.
2. The frontline situation at the 4th Military Region Oddar Meanchey and Preah Vihear provinces: The Thai military continued its attack on Cambodia: From 05:00 p.m. on December 19 to 08:00 a.m. on December 20, 2025:
On December 19, 2025
- At 07:30 p.m., the Thai military used heavy artillery and tanks supported by infantry forces to infiltrate the areas of Phnom Kmoch and Bos Sbov-Choam Te.
- At 10:58 p.m., the Thai Airforce continued to deploy F-16 fighter jets dropping 2 bombs to destroy O’jik Bridge, the civilian areas and civilian infrastructures, located in between Chong Kal district, Oddar Meanchey province, and Srei Snam district, Siem Reap province.
On December 20, 2025
- From 04:00 a.m. to 05:30 a.m., the Thai military continued shelling the Preah Vihear temple area. As of now, the situation has returned to calm.
- From 04:00 a.m. until now, the Thai military has continued shelling the Thmar Daun area.
The situation in other areas remains calm, but our forces continue to monitor closely and remain highly vigilant.
3. The frontline situation at the 5th Military Region in Banteay Meanchey and Pursat provinces: The Thai military continued its attack on Cambodia: From 05:00 p.m. on December 19 until 08:00 a.m. on December 20, 2025:
On December 19, 2025
- At 07:10pm, the Thai military fired flare in the area of Prey Chan Village.
- At 07:50pm, the Thai military shelled into the area of Chok Chey Village.
On December 20, 2025
- At 12:04am, the Thai military fired shells into the area of Boeung Trakoun.
- At 04:00am, the Thai military fired artillery and tank shell into the area of Boeung Trakoun.
- At 04:02am, the Thai military continue to fired shells into the area of Boeung Trakoun.
- From 05:48am until 06:35am, the Thai military fired 75mm tank-mounted gun in the area of O’Phlok Damrei.
The situation in other areas remains calm, but our forces continue to monitor closely and remain highly vigilant.
The Ministry of National Defence of Cambodia wishes to reiterate that “Cambodia's rights to self-defence is solely targeted at the Thai military targets and has never targeted at civilian areas". Conversely, the Thai side has deliberately attacked locations where Cambodian civilians reside, resulted in the deaths of 18 (including 1 infant) and injuries to 79 innocent Cambodian civilians, as of 06:00 p.m., December 19, 2025.
Thailand's use of all types of heavy and destructive weapons and equipment and the deployment of a large number of troops to encroach on Cambodian territory is a clear and irrefutable proof of Thai violation of the United Nations Charter, the ASEAN Charter and the basic principles of international law. Such irresponsible and illegal actions undoubtedly pose a grave danger not only to regional peace and stability, but also to the very foundations of international order.
Cambodia demands that the Thai side immediately cease the intentional dis-semination of false information. This dis-information campaign is clearly designed to divert international attention from Thailand's violations of international law by falsely portraying Cambodia as an aggressor, thereby serving as a mere excuse to increase tensions and support its ongoing aggression against the legitimate sovereign territory of Cambodia.
We demand that the Thai military immediately cease its campaign of systemic misinformation and distortions. The path toward stability requires an immediate cessation of hostilities, strict adherence to the ceasefire, and the full re-implementation of the Joint Declaration on the Peace Agreement between Cambodia and Thailand. The Thai leadership must now demonstrate its sincerity, transparency, and commitment to international laws through responsible action rather than hollow rhetoric and lies.
In this sense, Cambodia calls on the international community to strongly condemn Thailand's violations of the Joint Declaration and its repeated war crimes and unlawful activities, as well as demands that Thailand must take full responsibility for such brazen violations. Cambodia urges that Thailand immediately stop all hostile activities and withdraw its forces from Cambodia's territorial integrity, and avoid acts of incursion and aggression that threaten peace and stability in the region as a whole.
Cambodia reaffirms its firm commitment to respect and strictly abide by the terms of the ceasefire and the Joint Declaration on the Peace Agreement between Cambodia and Thailand, acting with the utmost goodwill and responsibility. Cambodia is resolutely committed to the peaceful settlement of disputes in accordance with international law, as well as all existing treaties, conventions, and agreements, with the objective of finding a just, equitable, and lasting resolution. Consequently, Cambodia further expresses its earnest hope that the Thai side will equally respect and adhere to the Joint Declaration on the Peace Agreement was formally signed by both Cambodia and Thailand on October 26, 2025.
It is also important to stress that as of now the heroic Cambodian Army and National Police forces will continue to stand strong, brave and steadfast in their fight against the aggressor and always remain vigilant to exercise our rights to self-defence as enshrined in the international legal instruments in the fulfillment of their duties to defend and protect at all costs the Cambodian territorial integrity and people.
